The Opportunity

WSDOT Eastern Region has multiple Transportation Engineer 2 (TE2) positions open in Spokane, WA.

These positions support WSDOT’s mission by contributing to project development, contract administration, and construction business needs.

As a TE2, you will lead project design development, construction contract administration, and survey work.

Strong candidates demonstrate technical expertise in transportation engineering, the ability to guide project teams and collaborate with contractors and stakeholders, and a commitment to safety, quality, and efficient project delivery.


What to Expect

A typical schedule is Monday through Friday and may require weekend work, night shifts, or overtime to support construction activities and meet design deadlines.

Design work takes place indoors in an office environment.

Inspection, survey work, and site visits are conducted outdoors at active construction sites with the possibility of working in inclement weather.


Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Serve as lead designer on transportation projects, developing plan sheets, structure notes, quantity tabs, special provisions, and estimates.
  • Develop and document transportation design projects using various manuals, standard plans, and standard specifications.
  • Calculate quantities during design and construction using multiple techniques, including the use of MicroStation and Inroads/OpenRoads.
  • Prepare design reports, access reports, environmental documents, special studies, and evaluate alternative designs.
  • Draft correspondence addressing inquiries from the department, public, legislature, contractors, and other agencies.
  • Serve as lead inspector on various-sized construction projects, monitoring progress, directing inspection and surveying, and determining compliance with contract requirements.
  • Compile data and cost estimates for change orders, review contract documents, assist with schedule coordination, and track quantities, costs, and workforce to stay within budget.
  • Schedule, direct, and perform surveying for construction and design projects.


Qualifications

To be considered for this opportunity, the following competencies are required:

Technical Engineering Knowledge: Demonstrated foundational knowledge of civil, structural, geotechnical, or transportation engineering principles, gained through education, experience, training, or certification (EIT or LSIT).

Ability to apply this knowledge to design, construction, inspection, and surveying tasks.

Construction Inspection & Materials Testing: Experience or training in interpreting and applying highway construction plans, specifications, and special provisions.

Skilled in observing and documenting contractor work, tracking submittals, and performing materials testing (e.g., asphalt, concrete, density).

  • Design & Drafting Proficiency: Experience using industry software. Ability to calculate and verify design elements such as grades, curves, and quantities in accordance with design and construction manuals.
  • Project Development Support: Capable of supporting the preparation of design reports, special studies, and procurement documents. Ability to assist with contract administration and coordination with consultants and other stakeholders.
  • Surveying Support Skills: Familiarity with field survey operations, including data collection, equipment operation, layout, and measurement for both construction and design projects.
  • Contract Documentation & Reporting: Proficiency in maintaining construction documentation, calculating quantities, reviewing calculations, and completing daily inspector’s reports (IDRs). Ability to compile final records and contribute to “as-builts.”
  • Analytical and Quantitative Skills: Ability to perform engineering calculations and data analysis related to earthwork, materials, and cost tracking. Ability to verify and check technical computations.
  • Communication and Collaboration: Effective written and verbal communication skills to interact with contractors, engineering staff, and the public. Able to communicate observations, findings, and technical data clearly in documentation and discussions.
  • Technology and Software Use: Working knowledge of industry software such as MicroStation, Inroads/Open Roads, and Microsoft Office.[TH3] Experience with or ability to learn tools for estimating, drafting, documentation, design analysis, and scheduling.

  • In addition to the competencies above, the following are also required:

    • A valid driver’s license and the ability to operate state-owned vehicles.
    • Ability to travel within the region to projects sites for construction assignments or to attend training.
    • Ability to work nights and weekends during construction.
    • Ability to traverse steep or uneven terrain.
    • Ability to transport, move, and manipulate equipment weighing up to 50 pounds.
    • Obtain certification as a WSDOT General Inspector within 12 months of employment.
    • A Western Alliance for Quality Transportation Construction (WAQTC) qualified tester or equivalent, or to achieve within 24 months of hire.
    • An American Concrete Institute (ACI) qualified tester or equivalent, or to achieve within 24 months of hire.


    It is preferred that qualified candidates also have:

    • Professional Certifications: Certification as an Engineer-in-Training (EIT) or Certification as a Land Surveyor-in-Training (LSIT).
    • Specialized Engineering Background: Formal education in civil, structural, geotechnical, traffic, transportation, or a closely related engineering field and/or specialized experience applying these principles to project delivery.
