The Opportunity

WSDOT is currently seeking multiple Transportation Engineers to manage the scope, schedule, and budget of highway design and construction projects while leading all phases of project delivery, including planning, design, and construction.

This supervisory role includes mentoring and guiding engineering and technical staff, identifying training needs, and fostering a culture of safety, collaboration, and continuous learning.

The selected candidate will coordinate effectively with contractors, project managers, and inspectors to proactively resolve challenges, support team members’ career growth, and ensure successful project delivery.

This position supports WSDOT’s mission and offers the opportunity to make a lasting impact on the North Spokane Corridor program.


What to Expect

Among the varied range of responsibilities held within this role, the Transportation Engineer 3 will:

  • Schedule and direct construction contract inspection activities on multiple and/or major projects, including surveying, plan review, and issue resolution with contractors and property owners.
  • Track quantities, costs, and workforce to ensure projects remain within budget, and compile data and justifications for change orders and contract payments.
  • Direct and participate in office design, design documentation, and Plans, Specifications, and Estimates (PS&E) efforts, including right of way plans, access control, illumination, signalization, and signing.
  • Manage design project scope, schedule, and budget, including change and risk management, and provide monthly and quarterly reporting.
  • Prepare access reports, findings, and orders, and direct preparation for public hearings.
  • Write correspondence in response to inquiries from the department, public, legislature, and other agencies regarding project design and construction.
  • Serve as a first-line manager for a portion of the crew, including scheduling, performance reviews, conflict resolution, and personnel management.
  • Collaborate with other engineers, assistants, and team members to support office goals, process improvement, personnel development, and overall project quality.


Qualifications

To be considered for this opportunity, the following competencies are required:

  • Transportation Engineering Expertise: Demonstrated ability to apply advanced transportation engineering principles, design standards, and construction practices to plan, design, and deliver complex highway projects.
  • Project Management: Experience leading project teams and managing project scope, schedule, and budget for transportation projects, ensuring timely delivery, quality outcomes, and compliance with applicable standards and requirements.
  • Leadership and Team Collaboration: Demonstrated success working effectively with engineering and technical staff by providing direction, mentoring, and support, contributing to team goals and fostering a collaborative and accountable work environment.
  • Safety and Risk Management: Ability to implement safety plans, participate in or lead work-site safety reviews, identify and communicate hazards, and proactively manage project risks to protect employees, contractors, and the traveling public.
  • Communication and Coordination: Proven skill in preparing and reviewing project documentation, reports, and correspondence, and coordinating effectively with contractors, inspectors, project managers, stakeholders, and the public in both written and verbal settings.
  • Problem Solving and Decision Making: Ability to identify technical and project-related challenges, analyze information, develop practical solutions, and make sound decisions that support project quality, efficiency, and compliance.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service Oriented: Takes action to meet the needs of others.


In addition to the competencies above, the following are also required:

  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to travel within the region to perform fieldwork, including inspections, survey work, and site visits.
  • Ability to work nights and weekends to support construction activities.
  • Ability to traverse steep or uneven terrain.
  • Ability to transport, move, and manipulate various materials and/or equipment weighing up to 50 pounds.


It is preferred that qualified candidates also demonstrate:

  • Engineering Fundamentals: Demonstrated application of foundational engineering principles consistent with Engineer-in-Training (EIT) knowledge in transportation or civil engineering contexts.
  • Engineering Knowledge: Demonstrated Knowledge of civil, structural, geotechnical, traffic, or transportation engineering principles; may be gained through formal engineering education or equivalent experience, and the ability to apply this knowledge to perform transportation design, engineering analysis, and construction management functions.
