Full Job Description

Serves as Assistant Resident Maintenance Engineer assisting the county's Resident Maintenance Engineer with planning, programming and coordinating the unit's Maintenance programs and daily operations. Develops and manages critical path databases with location maps outlining yearly and monthly forecasted and actual completion goals and timelines of work performed by in-house county crews and contractual services. Maintains an active asset list dating roadway improvements, and ensures plans and work performed meets established Strategic Goals in correlation with the unit Business Plan.

Manages maintenance personnel engaged in the solicitation and procurement of services, and the field inspection of moderate level contracts such as roadway mowing, vegetation or tree removal, street sweeping, driveways, etc. where field measurements for purchase and payment are required. Coordinates and performs physical feature inspection of assets on all state-maintained roads, bridges and right-of-way including low/high shoulders, pavement markings, signs, potholes, drainage systems, vegetation, guardrail and attenuator systems, and other roadway defects in accordance with engineering and departmental directives. Maintains an active inventory list identifying roadway deficiencies for correction. Assists with the development and maintenance of systems and plans for organizing, evaluating, and updating Quality Maintenance Team (QMT) requirements and plans for all unit maintenance activities.

Performs routine safety inspections of maintenance operations evaluating traffic control and operational and safety problems. Trains unit employees on the proper safety practices involved in flagging operations, wearing of safety equipment, vehicle safety, and job site hazards. Reviews Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS) data for accuracy. Review data for activity accomplishments goals, maintenance cost distributions, outstanding work and roadway cost summaries. Responsible for accurate and timely submittal of reports for RME review and submission. Acts as Resident Maintenance Engineer (RME) in his/her absence and works with RME to implement management policies and initiatives, and to promote unit teamwork from within.

Answers inquiries and requests for service from the public responding both verbally and through written correspondence. Investigates and process damage claims for the Resident Maintenance Engineer’s approval. Provides expert testimony as directed and assigned. Performs environmental inspections on maintenance facilities, such as storm water and UST and Documents and updates records as required by SCDOT and other agencies. Manages assigned crews during emergency or inclement weather shift operations. Coordinates work activities for emergency maintenance activities such as ice and snow removal, complex road closures and detours, and major storm recovery and repair operations. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
