THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1912P01 and is part of the PA United States Property and Fiscal Office, National Guard.

1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at USPFO Supply and Services Division AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E9 WARRANT OFFICER: WO1 Supervisor for this position is Ms Kristen English *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations.

Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively.

Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures.

Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.

Experience which involved negotiations with carriers on individual shipments or traffic movement. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Major Duties:

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.

Ensure that traffic management and transportation services required to support the mission are accomplished.

Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.

Procure domestic and international travel for both military and civilian passengers.

Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State.

Execute duties and responsibilities to support mobilization, demobilizations, Homeland Security/Defense and State and Federal emergency operations.

Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).

Perform other related duties as assigned.
