Job Description

Summary

This role involves leading efforts to manage the Navy's workforce in Japan, including developing policies for hiring, training, and aligning staff with the organization's goals.

It requires overseeing human resources programs and ensuring they support the command's mission effectively.

Ideal candidates are experienced HR professionals with a strong background in government or military personnel management who can handle complex staffing issues in a strategic way.

  • Knowledge of human capital theories, principles, practices, laws, and regulations to formulate policies and procedures

  • Experience overseeing Total Workforce Development programs related to manpower and human resources

Full Job Description

You will serve as a TOTAL FORCE MANAGEMENT DIRECTOR in the Naval Facilities Engineering Command (NAVFAC) ofNAVAL FAC ENGINEERING CMD FAR EAST .

Please see Additional Information section below.*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Utilizing Human Capital and manpower management theories, principles, practices, laws and regulations in order to formulate program policies and procedures; 2) Managing and coordinating complex civilian Human Capital and management issues: 3) Aligning human capital strategy with organizational mission, goals and objectives for integration into strategic plans, performance plans and budgets; and 4) Overseeing the Total Workforce Development programs on all matters relating to manpower and human resources for necessary personnel.

  • You will provide direction for the administration of the Workforce Development program for serviced activities.
  • You will provide policy direction to ensure all areas are effectively and efficiently structured.
  • You will maintain oversight over the Personnel, Resources, and Programs staff that facilitate some of the personnel and manpower requirements.
