Summary

Full Job Description

You will serve as a Senior Supervisory Engineer (Division Director) in the Environmental Compliance Division of NAVAL FACILITIES ENGINEERING AND EXPEDITONARY WARFARE CENTER.

This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project.

The ND-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point of GS-14 Step 10.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 to GS-14 grade level or ND-03 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Experience in leading or managing medium to large teams/groups to deliver products or services.

2) Experience in planning, executing, and monitoring program or project budgets, toward achieving business or project goals.3) Strong written and verbal communication skills, including the ability to develop and deliver influential presentation materials to a wide variety of audiences, including senior managers.4) Knowledge of the structure of the Navy organization and how compliance with environmental requirements ties with warfighter readiness.

5) Broad knowledge of Federal, state and local environmental rules and regulations as well as Navy and DoW policies.

6) Experience in developing and implementing strategic approaches and process improvement efforts.

  • You will lead professional engineering and scientific work involving environmental programs and projects in the areas of environmental compliance.
  • You will provide customers with support in regulatory compliance, environmental information and analysis, oil spill response readiness and equipment procurement, Research Development Testing and Evaluation, and technology integration.
  • You will oversees a wide variety of reimbursable projects and tasks in support of customers within the Navy and DoW.
  • You will oversee Research Development Testing and Evaluation work performed within the Division’s Technology Development Branch and technology transfer/integration efforts within the Division’s Technology Transfer and Central Programs Branch
  • You will manage the Division’s budget to meet benchmarks, ensure compliance with appropriate financial and staffing controls to ensure customer goals and objectives are met, on time and within budget.
  • You will mentor and proactively promote career development and training for each employee. Recruit talent through a variety of channels to meet current and anticipated staffing requirements.
