Job Description

Summary

This job involves managing and maintaining radio communication systems for the Department of the Interior, including designing, installing, and troubleshooting equipment like VHF and UHF radios and satellite systems.

Full Job Description

This position is in the communications center which is located in the Technical Services Branch of the Office of the Chief Information Officer (OCIO).

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.

You will be required to submit a Motor Vehicle Operator's License and Driving Record.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

You may be required to travel overnight away from home a few nights per month. You must obtain a government charge card for travel purposes.

All qualifications must be met by the closing date of this announcement-04/03/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.

To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time).

If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENTS: To qualify for this position at the GS-12 grade level, you must have Undergraduate or Graduate Education with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management or other fields related to the position to be filled.

Other education consists of Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that include advanced instruction in addition to basic courses, may be substituted for general experience on a month-to-month basis.

-OR- Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

- AND -To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).

This experience must include all of the following: 1.) developing and programming land mobile radio code plugs, 2.) loading and managing encryption keys; 3.) maintaining radio system infrastructure; 4.) use of remote monitoring software to analyze and troubleshoot radio system faults and performance; 5.) communications equipment installation/de-installation.

You must include hours per week worked.

The major duties of the Telecommunications Specialist include but are not limited to: Designing, implementing, testing, and maintaining VHF, UHF and satellite-based radio network systems.

Preparing written statements of work for vendor contracts and service level agreements.

Provides technical service support for the mission critical radio communications system/network and other field communications system networks operations.

Assisting in overall project management and integration of telecommunications and IT technologies and business practices. Assisting in the development of internal policies, guidelines, and procedures.
