Primary purpose of this position is to provide technical advice/assistance as it pertains to the Defense Red Switch Network (DRSN); ensure site DRSN and associated system accreditations and Authority to Operate are in accordance with Risk Management Framework guidance or applicable security guidance; and serve as a manager/monitor for site DRSN telecommunications systems.

Examples of specialized experience includes: Applying a wide range of communications concepts, principles, and practices to manage work processes using various telecommunications devices, methods, services, and facilities; satisfying communication requirements by utilizing technical data to evaluate new devices, proposals, and innovative approaches; defining, coordinating, planning, and satisfying user requirements for telecommunications equipment, systems, or services based on operational and performance characteristics; applying a broad range of operating techniques for both standard and unique communications systems design, installation, and operational concepts; and reviewing, developing, and interpreting communications policies and procedures.

OR EDUCATION: Must have a PH.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Major studies include: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

(NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements.

To include basic knowledge of the Defense Red Switch Network program.

Knowledge of operational and performance characteristics of telecommunications equipment, systems, services, and transmission media to develop procedures/policies/practices for local use; and evaluate devises, proposals, and approaches.

Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, COMSEC procedures, and budgets.

Knowledge of basic electronics theory and operating principles, the application information assurance principles to existing and planned technology to communications requirements, and equipment interoperability and compatibility.

Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.

Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans and develops methods, procedures, policies, and techniques concerning implementation of system security principles for the DRSN.

Serves as technical advisor and alternate to DRSN management conducting day-to-day objectives in performance of mission requirements. Implements telecommunication programs and special projects.

Oversee and report contractor performance pertaining to configuration management, modification, installation, troubleshooting, fault isolation, maintenance actions and cybersecurity on DRSN secure digital systems, and secure/non-secure peripheral equipment as Contracting Officer Representative (COR).

Prepares budget, technical reports, staff studies, and briefings. Prepares budgetary data in support of programs/projects.

Provides customer assistance and/or training for assigned telecommunications systems.
