You must meet the following requirements by the closing date of this announcement.

Specialized Experience: Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position is defined as: Evaluating, analyzing, developing, or managing telecommunications systems and procedures using current developments and trends in technology; AND Applying telecommunication or information technology theories, concepts, and management practices; AND Adhering to communications policy requirements in order to recommend new theories, concepts, and developments to communication problems; AND Supporting emergency management national security through the design, integration, and operational oversight of secure voice, data, and interoperable communications platforms.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

The Office of the Deputy Secretary (DEPSEC) helps the Department achieve its mission by providing management and support to program offices across the Department with a focus on those working with Operations Security (OPSEC), human capital, financial management, procurement, and information technology.

In addition, the DEPSEC leads disaster coordination and management through the Office of Disaster Management which serves as the single point of contact to coordinate HUD's critical role in the Federal Government's preparedness, response, mitigation, and recovery from disasters that impact communities.

As a Telecommunications Specialist, you will: Serve as a technical advisor to senior HUD officials on telecommunications matters with national security implications.

Provide expert analysis and advice on Federal and Department-wide secure information technology (IT) and telecommunications systems, with a special emphasis on national security emergency management systems and infrastructure located at Department facilities.

Plan, develop, and assess methods, policies, and techniques for HUD-wide telecommunications systems and programs.

Ensure HUD's communications systems support the Department's continuation of official functions during an emergency and complies with directives on continuity.

Provide expert knowledge of a complex body of national-level policy, including Executive Orders and Presidential Directives, that governs secure communications for national security and continuity of government (COG).
