Job Description

Summary

This job involves leading a team that manages secure and non-secure voice communication systems for critical national missions, including those supporting the White House and US Cyber Command.

The role requires supervising staff across multiple locations, developing policies, and advising on telecommunications strategies for emergencies and operations.

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA Special Missions Command (WH800).

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: BASIC REQUIREMENT: The Telecommunications Series, 0391, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement.

Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience that involves switching, network management, or test and evaluation techniques or experience in security criteria, methodologies, techniques, processes, mechanisms encompassing secure and non-secure voice systems.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Provides direct supervision compromised of military, civilian and contractors within the Special Missions Command (SMC) Voice Operations Division, across geographically dispersed areas.
  • Directs the activities of the secure and non-secure voice operational mission at the geographically diverse SMC detachments, managing the overall strategy, deadlines, priorities, and goals.
  • Develops policies and procedures for voice operations requirements for the White House Communications Agency, Special Missions Command.
  • Serves as staff advisor/consultant to the Special Missions Commander on all telecommunications and voice operational matters relating to National level Contingency missions and programs.
  • Assists with the formulation of policy/procedures, operational mission planning and execution, logistics support and financial/budgetary planning.
