Full Job Description

You will serve as a TECHNICIAN in the Infrastructure Division (102), Facilities Branch (1021) of NAVSURFWARCEN IH DIV.

** The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

** Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: analyzing and developing technical engineering methods and techniques to provide technical oversight of the planning, design, or construction of facilities infrastructure projects ensuring compliance with safety and technical requirements.

The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. This position is part of the Warfare Centers Personnel Demonstration Project.

The salary range shown above represents all of the positions within the band, including high grade positions.

This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322). Major Duties:

  • You will provide technical oversight and management of facility infrastructure projects as a Subject Matter Expert for planning, design, and construction processes.
  • You will provide management of facility infrastructure projects with little to no technical supervision.
  • You will independently perform project compliance inspections and execute corrective actions when compliance concerns are identified.
  • You will be responsible for Sustainment, Restoration and Modernization (SRM) project planning and execution at the activity.
  • You will plan the maximum accomplishment of required workload within budgetary, manpower, and material limitations.
  • You will work with contract specialists, design engineers and construction contractors to ensure work is performed in accordance with the contract.
  • You will provide oversight of safety rules identified in Occupational Safety and Health Administration (OSHA) regulations and EM-385 United States Army Corps of Engineers (USACE) Safety and Health Requirements Manual.
  • You will develop work schedules, cost estimates and execution plans for projects.
  • You will develop weekly program reports regarding project status and budget status.
