The primary purpose of this position is to serve as a Technical Publications Assistant coordinating the Technical Order Distribution Office (TODO) and the Enhanced Technical Information Management System (ETIMS).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems.
Examples of specialized experience includes providing technical order and maintenance support; serving as functional administrator for Enhanced Technical Information Management System (ETIMS) and providing users with training on client applications; developing and documenting ETIMS Routing templates; identifying and assisting with resolving problems with ETIMS or E-Tool systems; and reviewing outgoing and incoming correspondence for procedural and grammatical accuracy, conformance with administrative requirements, and factual correctness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Technical Order documentation; procurements procedures; filling procedures; distribution procedures; and subject matter content of the material sufficient to classify, retrieve, distribute, conduct searches, and dispose of materials.
Knowledge of e-Tools fundamentals. To include certificate/Lightweight Directory Access Protocol (LDAP)installation, Air Force Center for Electronic Distribution of System (AFCEDS) functions.
Knowledge of the ETIMS Security Standard Operating Procedures (JSSOP) and the ETIMS Continuity of Operations Plan (COOP).
Knowledge of routine office functions to screen telephone calls and visitors, prepare and review correspondence; Ability to understand and perform instructional/ training concepts and applications to users.
Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondences and reports; Ability to communicate effectively with others, both orally and/ or in writing.
Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets.

Knowledge of Structured Query Language (SQL) and how it is used to update user systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Manages the TODO Program.
Establishes, maintains, and administers the Technical Order (TO)/TechnicalManual (TM) programs in accordance with established policies, to include protection and disposition of TO/TMsand automated software/eTools.
Serves as functional administrator for the ETIMS System. Manages and maintains the automated ETIMS System to include protection and disposition of software.
Manages Technicals Order Distribution Accounts (TODAs). Establish and/or update ETIMS User profiles and organization metadata.
Administers training to TODAs, as required, and ensures Computer Based Training (CBT)requirements are met.
Manages local instructions, supplements, work cards, other publications and programs affecting the Maintenance Group.
Performs general office administrative duties; Uses varied functions of word processing software to create, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents.
