Full Job Description

The Senior Technical Operations Watch Officer (STOWO) serves as Technical Operations Services representative for all National Airspace System (NAS) systems and services.

Provides operational awareness and advisement to senior leadership for Technical Operations Services at the national level and reports directly to the National Operations Group, AJW-B300.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-13.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes: Experience identifying problem areas, developing, and recommending new policies and procedures for resolution during operations for critical NAS services.

Serves as the Senior Technical Operations Watch Officer (STOWO) in the Joint Air Traffic Operations Command (JATOC) at the Air Traffic Control System Command Center (ATCSCC).

Provides operational awareness and advisement to senior leadership for Technical Operations Services at the national level.

As a recognized expert within FAA, work usually includes leadership for highly complex and challenging activities based on the objectives of the major subdivision/LOB/SO under the minimal direction of a manager or executive.

Provides support to the JATOC ATO Watch Officer (AWO) and collaborates with all other JATOC team elements within the FAA ATCSCC to provide timely, clear and concise information needed for effective management of real-time events.

Applies advanced knowledge of the technical aspects of the work, advanced knowledge of the administrative policies and procedures, and an advanced understanding of the objectives of the organization.

Work is typically governed by broad policies and objectives which provide general guidance for addressing issues but almost always require the development of new and innovative approaches.

Develops innovative approaches to attain organizational objectives and optimize resource utilization. Conceives, plans, and conducts studies involving complex issues and unique problems.

Provides advisement to the Technical Operations (AJW) facility personnel with complex decision making as requested/required, and provides guidance for the formulation of clear, concise and comprehensive messaging related to event notifications and event management.

Possesses awareness and knowledge of planned Technical Operations activities; performs Operations Risk Management (ORM) processes to ensure all internal stakeholders are informed at the national level.

Serves as a consultant on all issues immediately affecting AJW facility operations and provides rapid responses to all operationally related inquiries, requests and real time issues.

Resolves all but unique problems independently without the intervention of higher level management.

Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

He/she will be required to make recommendations on a national level during 24/7 operations for critical NAS services.

Actively monitors current operating status of the NAS infrastructure and makes positive contact with Technical Operations Control Centers or Management when situation occurs where information is conflicting in order to gain clarity of the reported events and provide the improved situational awareness to the ATO Watch Officer and/or Technical Operations Executive leadership.

Provide near real time situational awareness to the ATO Watch Officer and the FAA ATO Executive Leadership team.

Synchronize critical information requirements; incident, situation, operation, all source summaries, personnel, resource status, planned courses of action, briefs, weather forecasts, and other data as required in regards to Technical Operations responsibilities.

Contacts are primarily within the organizational unit, AJW and the ATO peers and higher level managers to discuss the status of projects/programs and to plan for the future.

In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.

He/she is a single point of contact (POC) for incoming and outgoing Requests for Information (RFls) for Technical Operations Services at the national level.

Responsible for the collection, readability and publishing of the daily ATO AM Report to Executive Leadership.

Provide assistance and advice to the Technical Operations leadership in the execution of all operational matters and procedures.

Incumbent must remain ready and trained to assume the additional responsibilities required in response to contingencies and crises.
