Summary

This job involves managing the secure handling, distribution, and accounting of sensitive communication security materials and equipment for the Navy, including conducting inventories, providing training, and ensuring compliance with security rules.

Key Requirements

  • For NT-04 level: One year of specialized experience equivalent to NT-03 (GS-9/10) applying security concepts to identify issues and recommend solutions for handling classified materials
  • Knowledge of Communications Security (COMSEC) material handling, receipting, issuing, and safeguarding procedures
  • Ability to conduct inventories, inspections, and audits of secure equipment and keying materials, reporting discrepancies
  • Experience providing security education, training, and guidance on compliance with Department of the Navy (DoN) COMSEC standards
  • Proficiency in ensuring Automated Information Systems Security requirements related to COMSEC duties are met
  • U.S. citizenship and ability to obtain and maintain a security clearance, with willingness to courier classified information

Full Job Description

You will serve as a Security Specialist - Key Management Infrastructure Operating Account Manager in the Security Division, Corporate Operations Department of NAVAL SURFACE WARFARE CENTER.

For the NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: interpreting information, operations, and physical security concepts, procedures, and practices to analyze and investigate security issues, recommend solutions, and advise personnel on the handling and safeguarding of classified materials in accordance with security guidelines and regulations.

For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector.

  • You will serve as the Commanding Officer's primary advisor on matters concerning the security and handling of Communications Security (COMSEC) material and associated records, reports, and audits. Serves as the Client Platform Administrator (CPA).
  • You will be responsible for all account matters associated with receipting, handling, issuing and the safeguarding for all COMSEC cryptographic documents, devices and equipment.
  • You will conduct secure equipment (e.g., secure telephone and encryption devices) and classified keying material inventories, inspections and other COMSEC related support functions.
  • You will conduct inventories per agency policy and reports any discrepancy to higher authority.
  • You will courier classified information and author receipt for classified COMSEC materials.
  • You will provide guidance on compliance with Department of the Navy (DoN) COMSEC standards to LEs by providing security education and training on operating procedures.
  • You will ensure the Automated Information Systems Security requirements related to COMSEC duties are complied with.
