Full Job Description

You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the NAVAL ARCHITECTURE AND ENGR DEPT, COMBATANT CRAFT DIVISION, BUSINESS OPERATIONS OFFICE of NSWC CARDEROCK DIVISION, NORFOLK DETACHMENT The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions.

This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption..

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS 11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector leading phases of a large program or organization budget lifecycle process (i.e., from formulation through close out), conducting reviews or audits of financial documents or systems to monitor status and ensure funds are being used and recorded correctly, preparing program and financial status reports for management, effectively leading and/or mentoring personnel, and providing guidance to other staff on financial and/or administrative policies and procedures.

  • You will serve as the Business Operations Manager and Branch Head for Naval Surface Warfare Center, Carderock Division, Combatant Craft Division.
  • You will supervise specialists responsible for financial management, funding transactions, budgeting and tracking expenditures, project and program management support, customer advocacy, material inventory and management, and business operations.
  • You will assign and direct tasking, set performance objectives, and evaluate work performed by subordinates.
  • You will develop and manage the CCD and Norfolk Detachment Operating Budget annually which includes forecasting costing of expenditures and phasing funds to ensure effective and economic business operations.
  • You will be responsible for earning and holding delegated authorities such as Service Cost Center Manager.
  • You will lead the business office in defining necessary processes and policies for the division, and support the development of desk guides and familiarization materials needed to support the entire workforce.
