Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS).

As a Health Insurance Specialist referred to here as a Technical Director, GS-0107-14, you will serve as a technical authority/advisor for establishing the 1915(c)(11) waiver option for states to provide Home and Community-Based Services (HCBS) to individuals.

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: -Providing technical assistance on Medicaid and Home and Community-Based Services (HCBS) programmatic issues to ensure state compliance, -Analyzing policies or procedures related to Medicaid HCBS programs to ensure quality reporting and oversight requirements are met, -Analyzing and interpreting regulations impacting health insurance program's performance to provide program compliance, AND -Collaborating with senior level officials, states or federal partners to provide technical assistance on issues relating to Medicaid and evolving statutory and regulatory requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Provide technical advice as a subject matter expert (SME) to management officials, other federal, state and local government agencies, contractors, and private sector organizations on government healthcare programs and policies.
  • Provide technical advice and recommendations on the 1915(c)(11) waiver option for states providing HCBS to individuals.
  • Formulate policy objectives related to the operation and managment of Section 1915(c) waiver programs.
  • Direct, monitor and report on major projects related to Section 1915 (c) waiver programs and assign to subordinates to ensure program goals and deadlines are met.
  • Evaluate, analyze, interpret and implement Medicaid Home and Community Based Services (HCBS) program policies and procedures which support and assure effective state program administration and beneficiary protection.
