This announcement is for 2 detail opportunities as a Lead Human Resources Specialist, GS-0201-13, with the Technical Review Team. Temporary promotion is authorized.
This detail may be extended as needed. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirement. To qualify for the HR Specialist position, candidates must meet the following basic requirements as described in one of the following methods: Method 1: Merit-Based Method.
The Merit-Based Method allows for a candidate to meet the basic requirement by possession of the following specialized experience.
The candidate must possess one year of specialized experience requiring knowledge of and/or skill in applying basic HR concepts, laws, principles, policies, methods, practices and/or HR systems.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
This experience must be equivalent to at least the GS-4 level of the Federal Government OR Method 2: Education-Based Method.
The Education-Based Method allows for a candidate to meet the basic requirement by possession of the following: Successful completion of bachelor's degree (or higher) OR Method 3: Training-Based Method.
The Training-Based Method allows for a candidate to meet the basic requirement by possession of the following: Six months of general experience, equivalent to at least the GS-4 level of the Federal Government, requiring knowledge of and/or skill in applying laws, regulations, rules, principles, policies, methods, practices, supporting customers, communicating in writing and/or verbally and using various computer systems and office equipment in administrative, professional, technical or other responsible work positions, plus the possession of one of the four training criteria.
Grandfathering Provision.
HR Specialists, GS-0201, employed in VA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including the basic requirements of the occupation.
For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: a.
HR Specialists who are grandfathered into the GS-0201 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder, promoted to a higher grade or changed to a lower grade within the occupation.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Serves as a technical expert in processing Federal personnel actions in all areas of HR including Recruitment and Placement, Employee/Labor Relations, and Benefits; Utilizes HR Smart to process personnel actions and verifies the actions flowed to DCPS; Conducts a thorough review to ensure the personnel actions are in adherence with all regulatory and legal requirements; Follows-up on any non-processed/rejected personnel actions and troubleshoots accordingly (i.e., DFAS remedy tickets, FSC tickets, PEGA tickets); Conducts a review of the work performed by team members and resolves complicated system discrepancies, errors, and/or rejections; Assigns and monitors the work performed by team members; Identifies workload priorities and distributes among the team; Communicates goals and deadlines to team members and provides updates to the team regarding ongoing projects and suspense items; Provides formal and ad-hoc training to team members; Collaborates with the Supervisor to ensure that team goals and milestones are met; Evaluates team member performance and provides feedback to the Supervisor.
Preferred Experience: Senior HR Specialist with experience in multiple HR specialty areas.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
