The West Virginia Tax Division is seeking a highly motivated candidate to perform complex property tax-related research and data analysis at the advanced level.

Examples of work include but are not limited to analyzing tax and accounting information; using computer programming and software packages; contributing to the preparation and maintenance of databases; reviewing proposed and enacted federal and state legislation to determine the revenue impact to the State and counties; developing ad hoc analyses as needed; and regularly contributing to statutorily mandated analysis and documentation.

May act as lead worker to other professional staff. Performs related work as required.

The ideal candidate will have existing knowledge of data science; familiarity with database structure and maintenance; ability to review existing and prepare new SQL and similar queries; liaise with county representatives, agency leadership and software development specialists; and prepare presentations for State agencies and counties.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

The chosen applicant will also be subject to a tax compliance check.

Qualifications

Training: A master's degree from an accredited university in public or business administration, economics, statistics, mathematics, public policy, finance, operations research, regional planning, urban studies, geology, mining engineering, petroleum land management, computer science, industrial engineering or system analysis or a closely related field.
Substitution: Undergraduate degree in any of above disciplines plus two years additional experience in mineral and/or economic research and analysis may substitute for the required training.

Experience: Three years of full-time or equivalent part-time paid experience in mineral and/or economic research and analysis.
Substitution: Two years of full-time employment in the State Tax Division in a related area of assignment may be substituted for the experience requirement.
