The Compliance section of the WV State Tax Division is seeking a qualified candidate to fill the position of Tax Unit Supervisor 1 for our Parkersburg Regional Office.

This position will serve as a working supervisor for the Revenue Agents assigned to the office, performing the same basic duties as Revenue Agent 2 in addition to supervisory functions.

This position will report directly to the Regional Manager of the North Central Regional Office located in Clarksburg.

Under limited supervision, performs work at the full-performance level in the collection of delinquent taxes, directly and through supervision of Revenue Agents, and in the enforcement of any other aspects of the State's tax laws.

Responsible for the collection of any delinquency which may occur with respect to any taxes administered by the State Tax Division.

Exercises good judgement in dealing with many sensitive issues and sometimes unpleasant or uncooperative taxpayers.

Examples of duties to be performed include but are not limited to:

  • Manage the daily operations of the Parkersburg Regional Tax Office or Compliance.
  • Supervise a unit of Revenue Agent 1’s and 2’s, including planning, assigning, and supervising their work, and coordinating the daily workflow of the office.
  • Interpret and apply state tax laws, rules, and departmental policies and procedures.
  • Answer taxpayer questions and respond to various correspondences from tax professionals, attorneys and Certified Public Accountants.
  • Review and evaluate payment plans, waiver requests, and applications for Offers in Compromise; manage collection cases, bank levies, and wage levies; and make necessary account adjustments.
  • Review and evaluate applications for Offers in Compromises, payment plans and waiver requests.
  • Serves legal notices such as notice of assessment, notice of hearing, distress warrants, administrative decisions, and subpoenas; issues and delivers warrants to magistrate court for action.
  • Visits businesses suspected of operating without a business license and issues a license when required, discusses tax obligations, and instructs operators on the types and rates of taxes to be paid.
  • Assists taxpayers in compiling and completing delinquent tax returns; computes any interest, penalty, or addition for late payment of taxes or late filing of returns.
  • Conducts investigations of all incidents of suspected noncompliance with State tax laws and regulations. Assist and provide necessary support in the seizure of business properties and assets.
  • Carry out responsibilities delegated by the Tax Regional Manager; work collaboratively with other employees both in Compliance and in other divisions to work towards a common goal of collecting delinquent taxes in a fair and efficient manner.

Performs related work as required. Considerable and frequent travel is an essential part of the position, so a valid driver’s license is required. Must be proficient in the execution of tax returns forms and have knowledge of the economic reasoning behind the taxation.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

The chosen applicant will also be subject to a tax compliance check.

Qualifications

Training: Bachelor's degree from a regionally accredited college or university. Special requirements as described below may apply.
Substitution: Experience as described below may substitute for the required training on a year-for-year basis.

Experience: Five (5) years of full-time or equivalent part-time paid experience in tax related auditing or accounting work.
Substitution: Master's degree in accounting, auditing, business administration, economics, finance, financial management, or a closely related field may substitute for up to two (2) years of experience.

Special Requirement: Six (6) semester hours of accounting is required for the supervision of taxpayer service representatives, tax audit clerks (trainees, clerks or seniors) and revenue agents and must be completed within one (1) year of appointment or promotion.
