Job Description

Summary

This job is for a senior IT leader who acts as the deputy chief information officer, overseeing compliance with IT and cyber rules, guiding teams, and advising on technology strategies for the Defense Information Systems Agency.

It involves managing staff, creating policies, and ensuring the agency's systems meet federal and defense standards.

A good fit would be an experienced IT manager with strong leadership skills, deep knowledge of cybersecurity, and the ability to explain complex tech issues to non-experts.

Key Requirements

  • At least one year of experience leading IT professionals in providing strategic guidance, ensuring IT and cyber compliance, creating policy, and advising on technology programs

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure.

It is located in the DISA Office of the Chief Information Officer In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues.

I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: experience leading IT professionals to provide strategic guidance, ensure IT and cyber compliance, create policy, and act as a senior advisor on technology programs for an agency.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as the Deputy Chief Information Officer, ensuring statutory IT and cyber compliance, guidance, and oversight with all applicable federal and DoD Standards.
  • Develops and establishes performance expectations for direct staff and supervises subordinated staff with communication through the formal employee performance management system, providing a follow-up related to conduct and mission accomplishment.
  • Serves a senior IT program advisor and authoritative source of information for decision-making managers and planners across the DoD for IT key programs, projects and initiatives at the agency.
  • As a key advisor, incumbent speaks with authority and advocates the agency's positions where significant decisions concerning possible expansion of technologies in regard to the agency's products and services are concerned.
  • Develops cyber and operational IT policy and compliance creation, implementation, administration, and compliance for Agency programs and processes. With oversight of compliance for 508, DODD 8140, Privacy and HIPAA, and other statutory requirements.
  • Studies, reviews, and analyzes agency’s current IT plans and operations to determine current and future information systems requirements (e.g., information systems, equipment, facilities, personnel, training, and funding).
