Job Description

Summary

This job involves leading a team to manage labor relations and compensation for foreign national employees in the Navy's operations across Europe, Africa, and Central regions, based in Italy.

You'll develop policies, negotiate agreements, and advise on personnel issues to ensure smooth operations under international rules.

Full Job Description

You will serve as a Foreign Labor Program Director for the Foreign Labor Program in the Department of Navy, Europe, Africa, and Central (EURAFCENT) Region, located in Capodichino, Italy.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Providing guidance and advisory services on labor relations and compensation program policy to align organization-wide strategies with program goals.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ).

To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

In addition to meeting all minimum qualification and eligibility requirements, ICTAP applicants must be well qualified for the position to receive consideration for special priority selection.

A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes.

Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training.

ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.

  • You will develop, negotiate, implement, monitor, interpret and administer labor policy and procedures relative to management of Foreign National personnel system in the European and Africa theaters.
  • You will provide competent-authority decisions in assigned foreign national personnel systems by interpreting existing international agreements, DOD, higher authority directives and past precedents.
  • You will provide guidance on the impact of reorganizations, downsizing initiatives, work transfers, and similar actions on host government relations, and labor cost sharing support.
  • You will ensure consistency in interpreting international agreements and labor contracts.
  • You will propose, develop, and/or participate in studies involving classification, staffing, or other Foreign National program areas.
  • You will represent the U.S. Navy on forums and joint personnel committees.
  • You will plan, organize, direct, coordinate, review, and evaluate work of Human Resources Specialist and support personnel.
