About the Position: Serve as the Supervisory Telecommunications Specialist, GS-0391-13 for Contingency Operations in the Exercise Planning Branch, supervising contractors and military Communications Planners.

Specialized Experience: One year of specialized experience which includes: 1) Planning and Evaluating: Developing telecommunications plans, orders, or annexes to support operational plans, contingencies, and exercises; 2)Strategic Thinking: Analyzing communication policies and system programs to recommend and implement operational procedures for supported commands; 3)Technical Competence: Managing telecommunications systems, such as satellite and radio frequency networks, to ensure interoperability between joint or multinational partners; AND 4) Administration and Management: Providing technical guidance to junior personnel or contractors.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

• Provide input to concept, operation, and exercise plans (CONPLAN, OPLAN, EXPLAN) of Special Operations Command Europe (SOCEUR), US European Command (EUCOM), Special Operations Command (SOCOM).
• Responsible for the planning, development, and coordination of supporting telecommunications/command, control, communications, computers, and intelligence (C4I) plans, orders, and annexes in order for the command to facilitate operational plans.
• Review and interpret communications system (CS) related policy, directives, and regulations received from other/higher echelons.
• Formulate theater policy, implement plans, and objectives pertaining to SOCEUR and Special Operations Forces (SOF) CS programs.
• Review command plans to determine necessary CS policy and procedures to be followed by SOCEUR and subordinate commands.
• Support acquisition/contracting initiatives.
• Conduct on-going analyses of present and future capabilities.
