Full Job Description

You will serve as a SUPERVISORY TELECOMMUNICATIONS MANAGER in the Naval Computer and Telecommunications Station (NCTS) Guam of NAVAL COMP TELCOM AREA WESTPAC.

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by experience in the private or public sector 1.

Identifying potential risks and develop mitigation strategies. 2. Experience with budgeting and resource allocation. 3.

Direct Supervisory responsibilities include establishing performance standards and objectives, evaluating performance, providing advice, counsel and instruction on work or administrative matters. 4.

Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions. 5.

Makes well-informed, effective, and timely decisions, whether data are limited or vast; or solutions produce unpleasant consequences.

6 Analyzes critically, synthesizing patterns among divers systems and looking at interdependencies. 7. Gauges unintended consequences.

Uses sound judgment to simultaneously integrate and weigh situational constraints, risks, and rewards.

This position is within the Work Category Supervision and Management at Work Level III, Series and Grade GG-0391-14.

  • You will establish performance standards and objectives, evaluating performance, providing advice, counsel and instruction on work or administrative matters, approving leave requests, preparing training programs, hearing and resolving complaints.
  • You will review disciplinary measures and take disciplinary actions when required for personnel.
  • You will interview candidates and recommends hiring, promotions, etc. Listens and resolves employee complaints, referring serious complaints lacking resolution to higher level supervision.
  • You will take disciplinary measures such as warning and reprimands and recommends more serious disciplinary measure to higher supervision. Identifies and arranges for employee developmental and training requirements.
  • You will support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as direct by applicable laws and regulations and to communicate this support to employees.
  • You will provide a broad knowledge and experience in budgeting (Fiscal Year, Program Memorandum, Fiscal Year Deployment Plan), planning and developing.
  • You will conduct analysis of a significant scale and impact on projected programs for effectiveness in achieving goals and objectives.
  • You will mastery in the technology assessment, long-range capability planning, and technical resource requirements to ensure efficient and economical operations.
  • You will be required to obtain and maintain a current valid United States driver’s license.
