Job Description

Summary

This job involves leading engineering and architecture teams to manage naval facilities on Guam, including planning projects, overseeing construction, and handling budgets for maintenance and energy systems.

It suits experienced professionals with a background in facilities management and construction who can direct teams and solve technical issues in a military setting.

Ideal candidates are senior-level engineers or architects ready for a supervisory role in government public works.

Key Requirements

In addition to the Basic Requirements for this position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized Experience must demonstrate the following: 1) Maintaining knowledge of facilities management including requirements, planning, project development, facilities engineer and acquisition, facilities sustainment/maintenance, utility and energy management, base support vehicle and equipment, environmental services, and installation and restoration; 2) Planning, directing, and coordinating Public Works products and services through necessary personal and resources; 3) Developing and/or adapting long and short range engineering plans; and 4) Managing multiple funding streams with differing restrictions on use of funds.

  • You will provide construction engineering expertise.
  • You will be responsible for constructability reviews on all contract plans and specifications.
  • You will resolve technical problems and conflicts in plans and specifications on construction for CMs, contractors, and inspections.
  • You will be responsible for technical acceptability and quality approval of all construction managed by the office.
  • You will provide construction management, engineering, and contract administration expertise.
  • You will provide guidance to the ROICC, OICC, FEC, Marine Corps, Naval military, and contractors.
  • You will provide written input on military indirectly, review evaluations, perform annual position maintenance reviews and initiate changes as required.
  • You will serve as a Senior Government Official in the selection of contractors to provide services for all Board activities for each assigned contract to ensure that actions are conducted as required in the FAR and DFAR.
  • You monitor and adjust teams expenses to optimize operations and provide product and services.
