Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized Experience for this position includes: - Leading the development of acquisition policies, regulations, and procedure; AND - Developing and utilizing innovative and/or technological communication streams to engage and inform target audiences; AND - Evaluating and providing oversight of acquisition certification program activities; AND - Coordinating and overseeing acquisition-related programs.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

This position is located in the Government National Mortgage Association (Ginnie Mae), Office of Management Operations (OMO), Procurement Management Division (PMD).
Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets.
Ginnie Mae's Procurement Management Division is responsible for developing and implementing procurement planning, monitoring, and oversight.
Leads acquisition efforts and provides technical support to the program areas in the identification of appropriate contracting vehicles to procure required services.
As a SUPERVISORY STRATEGIC ACQUISITIONS OFFICER, you will: - Serve as a Strategic Acquisition Officer responsible for carrying out a variety of high-level duties in the area of Government contracts, cooperative agreements, and interagency agreements.
- Provide technical guidance in the preparation of solicitation and award documents.
Assure overall compliance with applicable procurement laws and regulations, stated program goals and objectives, feasibility of program requirements and ascertains that all necessary legal and financial coordination has been received.
- Oversee Ginnie Mae staff in the formulation of proposal evaluation criteria for approval of the source selection authority.
Initiate establishment of source selection boards, serving, when necessary, as a major participant of the evaluation panel for fact-finding in accordance with the appropriate evaluation criteria.
- Conduct studies and evaluations of all Ginnie Mae procurement activities recommending major policies, operations and technical procedures, standards, and criteria for Ginnie Mae.
- Provide liaison among the various Program offices in Ginnie Mae and the Office of Procurement and Contracts, the Office of General Counsel, and other elements of the Department as required.
