Job Description

Summary

This job involves leading a team in a division that manages resources for the Air Force Reserve, including budgeting, planning, and overseeing contracts and personnel policies.

It requires supervising staff, developing long-term plans, and representing the division in dealings with government and industry partners.

The primary purpose of this position is to exercise second-level supervisory and managerial authorities over the Resource Integration Division.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.

Examples of specialized experience includes having financial execution, contract oversight and human resources.

Responsible for developing and implementing Personnel policy conducted throughout the Resource Integration Division.

Develops and implements long and short-range program plans, objectives and milestones aligned to HQ AFRC/A4P.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of logistics operations concepts and functions, policies, practices, and techniques including knowledge of the planning, programming, budgeting, and execution (PPBE) process.

2. Extensive knowledge of DoD and Air Force policies and procedures relating to Depot Purchased Equipment Maintenance (DPEM), Cost Per Flying Hour (CPFH), and resource management. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate employees. 4.

Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning cargo, passenger, and personal property movement and material management. 5.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6.

Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Plans, organizes, and oversees the activities of the Resource Integration Division. DUTY 2: Exercises supervisory personnel management responsibilities.

DUTY 3: Represents the Resource Integration Division with the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations.

DUTY 4: Develops, coordinates, and implements peacetime and contingency resource requirements which encompass the Cost Per Flying Hour (CPFH) Program, Planning, Programming, and Budgeting System (PPBS), through the Program Objective Memorandum (POM), Financial Plan (FinPlan), and the annual cost per flying hour funding.
