This job involves leading a team to plan and run fun, safe activities and programs for kids and teens on an Air Force base, focusing on their physical health, mental growth, and social skills.

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 92d Force Support Squadron, Childand Youth Services Flight.
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of principles, concepts, developmentally appropriate practices, and techniques of programming for Youth, teens, and youth sports; ensuring that programming for youth and teens complies with legal and regulatory requirements and meets customer needs and provide services and activities that directly impact the base and local community young participants physical and mental well-being, and social development.

OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of experience as described and I have less than the full amount of education described.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of the principles, concepts, developmental appropriateness and techniques of programs for youth and teens.
Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Skill in preparing budgets, programs evaluations, and facility administration; managing financial and physical resources of youth programs; and in organizing and utilizing available resources within the program framework.
Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
Skill in supervising and leading a team of individuals composed of appropriated and non-appropriated employees, contractors PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Plans, organizes, and directs the activities of Fairchild AFB Youth Programs, ensuring that Youth Programs complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Represents Fairchild AFB Youth Programs with a variety of installation and functional area organizations. Manages the Teen Center.
Assists in the preparation of APF and NAF budgets and analyzes and tracks financial statements, whichinclude the expenditures required to conduct the youth and teen programs.
