Job Description

Summary

This job involves leading a team that handles real estate deals for the Air Force, including planning projects, managing staff, and working with government agencies and communities to ensure everything runs smoothly and meets legal and mission needs.

It's a supervisory role where you'll spend a good portion of your time guiding employees and resolving complex issues in property transactions.

A good fit would be someone with strong leadership experience in real estate or property management, especially in government or military settings, who enjoys organizing teams and communicating with various stakeholders.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent, including supervising real estate operations to meet mission and regulatory requirements
  • Knowledge of public laws, DoD and Air Force directives on real estate, environmental, contracting, economic, and financial management
  • Ability to plan, organize, direct organizational functions, mentor staff, and appraise performance in a small to medium team
  • Knowledge of safety, security, personnel management, and EEO regulations and procedures
  • Strong oral and written communication skills for working with peers, management, contractors, and agencies, including preparing budgets and executive briefs
  • Knowledge of budgeting, planning, program management, and construction principles to forecast resources and develop investment strategies

The primary purpose of this position is to serve as a first level supervisor who plans, directs, and exercises control over nonsupervisory employees assigned to the Eastern Real Estate Transactions Branch (AFCEC/CITE).

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service.

Specialized experience must include supervising and managing real estate operations to meet mission and regulatory requirements; planning and directing organizational activities, overseeing workload distribution, and implementing policies and procedures to optimize efficiency and effectiveness; represent organizational interests with higher headquarters, federal agencies, and local communities, while resolving complex issues and promoting process improvements to achieve mission objectives.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of public law, DoD and Air Force directives, instructions, and policies relating to government and private sector real estate, environmental, contracting, economic, and financial management.

2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small to medium organization. 4.

Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, as well as work in a professional manner with peers, management, contractors, academia, and other agencies and to prepare professional level budgetary and financial documents and delivering executive level information and decision briefs.

5. Knowledge of a wide range professional level principles, theories, concepts, and procedures of budgeting, planning, program management and construction.

Ability to forecast and develop resource requirements and investment strategies pertaining to program execution.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Exercises supervisory personnel management responsibilities at least 25% of the time.

Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. 2.

Plans, organizes, and directs the activities of the Real Estate Transactions Branch.

Employee serves as a first level supervisor exercising technical expertise to provide comprehensive real estate program management objectives. 3.

Represents AFCEC with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with subordinate offices of the Secretariat such as SAF/IEI, subordinate offices of the Air Staff such as HAF/A4C, MAJCOMs, installations, Congressional members/staffers, and other Federal agencies and local communities.

4. Makes periodic and comprehensive assessments and evaluations of program goals and objectives and provides a basis for long range planning to enhance the organization's capabilities.
