Job Description

Summary

This job involves leading public affairs and communications efforts for a major military medical center, including advising on media relations, crisis management, and community outreach while supervising a team.

It requires working in an office setting with some travel around the facility and occasional meetings.

A good fit would be someone with strong leadership in communications, experience in government or military public relations, and the ability to handle sensitive issues under pressure.

About the Position: Located in the Department of Special Assistants, Public Affairs and Strategic communications.

It is located in an office setting but will require engagement with staff and attendance at various organizational meetings and functions, includes walking to various offices throughout the MTF.

Parking at WRNMMC is very limited and is primarily first come, first serve. The use of commuting alternatives is highly recommended. Telework situational in accordance with agency policy.

Specialized Experience: One year of specialized experience which includes performing complex public affairs duties to include: directing command public affairs initiatives; coordinating and implementing public affairs communications, plans, policies and procedures; preparing/presenting speeches and briefings; writing and disseminating articles; identifying and resolving a variety of complex public affairs issues and/or problems; providing advice and guidance to senior leadership on all public affairs issues; and exercising supervisory responsibilities such as assigning work, setting priorities, providing feedback, and evaluating performance of staff engaged in public affairs functions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas: Communications and Media Interpersonal Skills Leadership Organizational Awareness Public Affairs Policies and Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Serve as the Director of Communications/Public Affairs and as Special Assistant to the director of a major Military Medical Center.
  • Expert advisor on Strategic Communications (SC) and Public Affairs (PA) initiatives on issues pertaining to media and community relations; communications; risk and crisis management; advocacy, outreach/ internal relations; plans and analysis.
  • Serve as a spokesperson for the medical center, responds directly to media inquiries, advises senior leadership of areas of public/media interests, and recommends veterans proposed media responses before public release.
  • Draft and review speeches, presentations, and videos for the medical center leadership for internal and external events.
  • Liaison with international visitors, private groups, high-level officials of the DoD, flag officers, foreign embassies, international dignitaries, the Secretary of the Army, and other national and local representatives
  • Direct and manage a staff of approximately 15 civilian administrative, public affairs and marketing personnel.
  • Oversee the budget development and obligation of funds for the Office of Command Communications.
  • Host regular meetings to engage team members and discuss communication/public affairs goals/mission, and current issues. Establish rapport with staff to focus on communication, objectives, motivation, cohesiveness, and trust and flexibility.
  • Provide continuous feedback to employees regarding performance expectations and any noted deficiency and achievements.
