Full Job Description

A successful candidate will serve as Division Director under the Associate Administrator for Emergency Management and Director of the Office of Continuity.

Provides technical operations, logistical, and resource acquisition guidance, expertise and program input for a unified and effective Continuity of Operations/Continuity of Government/Enduring Constitutional Government Program enterprise.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 level equivalent.

Specialized experience for this position is defined as: demonstrating oversight of a wide variety of Emergency Management programs with an emphasis on institutionalizing strategies & policies, building strong coalitions/relationships, management of Headquarters-level incident response, and successful representation & advocacy of complex program principles up to and including Congressional level sessions.

Examples of Specialized Experience: Experience utilizing management and organizational policies and procedures to perform analytical studies and projects related to management improvement, productivity improvement, and/or long-range planning of program operations.

Experience providing program support and guidance to senior officials concerning organizational activities and/or management processes.

Experience applying pertinent laws, rules, regulations, policies, and precedents affecting the use of program operations. Experience with oversight of Continuity programs including incident response.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Division Director under the Associate Administrator for Emergency Management and Director of the Office of Continuity, the incumbent will: Be responsible and accountable for technical and administrative oversight of federal employees and service support contractor employees across Headquarters, and at several field locations.

Oversee the implementation of DOE's Continuity of Operations/Continuity of Government/Enduring Constitutional Government Program for NNSA & DOE sites, facilities, and transportation activities.

Oversee development and refinement of all NNSA and DOE Continuity of Operations/Continuity of Government/Enduring Constitutional Government Program policy, activation protocol, and alternate and devolution site preparedness.

Develop and issue directives, technical guides, procedures and protocols for Continuity of Operations planning, preparedness, training, exercise, evaluation, and response.

Provide technical assistance to NNSA and DOE sites for emergency planning, information exchange, and continuous improvements in individual continuity of operations programs.
