Job Description

Summary

This job involves leading a team to analyze and improve how a Navy organization runs, focusing on making better use of people, money, and processes to boost efficiency.

You'll plan studies, evaluate programs, solve problems, and create new ways to handle challenges in a military setting in Hawaii.

It's a good fit for experienced managers with strong analytical skills who enjoy optimizing operations and advising on organizational changes.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13 level in federal service or equivalent, involving organizational analysis and management improvement
  • Ability to develop, analyze, and evaluate organizational structures, procedures, and resource utilization (administrative tasks, budget, manpower)
  • Skills in planning, designing, and executing programs, projects, and studies to assess program effectiveness and operational efficiency
  • Proficiency in interpreting policies to make technical and non-technical decisions and produce innovative management analyses
  • Experience resolving conflicts, identifying information gaps, and developing new methodologies or techniques to address them
  • Capability to apply new theories or procedures to unsolved management problems and create analytical tools for accurate conclusions

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Developing, analyzing, evaluating, and advising on, or enhancing the effectiveness of organizational structures and procedures by recommending utilization of administrative tasks, money, or manpower.

  • You will develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures by recommending utilization of administrative tasks, money, or manpower.
  • You will perform analytical and evaluative tasks related to development and/or execution phases of specific program objectives and operations of an organization.
  • You will plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes in assigned area to meet activity needs.
  • You will resolve conflicts which arise and interpret existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses in assigned area.
  • You will identify information gaps, specify requirements to fill gaps, provides new methodologies and techniques for applications to eliminate gaps, and evaluates information collected in response to the requirements.
  • You will apply new theories, developments or procedures to management problems not solved by application of standard guidelines and policies.
  • You will develop unprecedented approaches, analytical tools and methodologies to analyze situations and draw accurate conclusions.
