Job Description

Summary

This job involves leading and managing programs in a defense agency, focusing on planning acquisitions, overseeing contracts for complex systems, and providing expert advice on strategic initiatives in cyber and infrastructure areas.

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervisory/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - OC/INFRASTRUCTURE DIRECTORATE.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: experience providing program management, acquisition oversight and leadership expertise to the Directorate.

Specific responsibilities include strategic planning and execution, managing program activities related to the Directorate, overseeing and managing department and Agency strategic plans and policy initiatives that impact implementation of Department acquisition guidelines and division services.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as senior acquisition planner for the Division Chief overseeing all Directorate acquisition services.
  • Plans, designs and conducts studies and analyses of complex plans, programs and projects to identify.
  • Propose solutions to long standing management problems associated with complex, long-term scientific and technical missions in the area of service acquisition and management.
  • Provides authoritative advice and assistance to program and project personnel during the initial planning phases of assigned programs to ensure proper consideration of management factors as well as technical factors involved in successful programs.
  • Performs program management, contract management and management oversight of contracts which cover implementation and installation of complex systems, support services, and hardware procurement.
