The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to the Programs and Resources Branch.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and thorough understanding of MIP and NIP to manage and execute POM.
Expert knowledge of Intelligence Cycle to include tasking, collection, processing, exploitation, dissemination, and the impact on USAF flying and ground operations.
Comprehensive knowledge and thorough understanding of intelligence requirements at the national and tactical level to develop logical, persuasive arguments for programmatic, contractual, and budgetary actions.
Fully cognizant of HQ USAFE- AFAFRICA intelligence mission, objectives, functions, policies, and interrelationships with AFISRA, Department of Defense (DoD), Office of the Director of National Intelligence (ODNI), the Combatant Commands (COCOMs) and the US intelligence agencies and key participants.
Must also be fully cognizant of theater and service policies and procedures relating to intelligence processes, methods, products, and consumers' missions and functions.
Comprehensive knowledge of the missions, roles, responsibilities, and intelligence requirements of USAF operational units within the USEUCOM and USAFRICOM Areas of Responsibility (AORs) and areas of interest, the functions, processes and interrelationships associated with the National Intelligence Community (IC) and applicable Intelligence Directives.
Comprehensive knowledge and understanding of the Federal Acquisition Regulation (FAR) and Congressional and DoD POM programming guidance.
Knowledge of human resource management rules, policies and techniques necessary for supervising a small to medium staff of civilian and military personnel and ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
DUTY 1: Plans, organizes, and directs the activities of the Plans and Resources Branch of the Intelligence Directorate for HQ USAFE-AFAFRICA (MAJCOM) ensuring that Programming, Financial Management, Contract Management and other related Organize, Train and Equip (OT&E) Resource Management activities comply with legal and regulatory requirements and meets customer needs.
DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and management directives.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements.
DUTY 3: Represents the HQ USAFE-AFAFRICA Intelligence Directorate with a variety of installation and functional area organizations.
DUTY 4: Develops, coordinates and states HQ USAFE/AFAFRICA Intelligence Directorate position regarding programming resource requirements to support operational planning and execution of peace time and contingency operations.
