Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Drug Rebate and Negotiations Group (MDRNG), Division of Contract Support (DCS).

As a Supervisory Health Insurance Specialist, GS-0107-15, you will direct a staff responsible for contract strategies to support Part B and Part D drug negotiation and inflation rebate activities.

In order to qualify for the GS15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Leading the development and execution of acquisition strategies and methodologies for mission-critical activities for major healthcare and insurance programs; AND (2) Providing technical leadership and expertise for acquisition matters, formulating and recommending policies, procedures, and strategies for policy and program implementation; AND (3) Ensuring the group administers a portfolio of contracts, grants, and agency agreements efficiently, and in compliance with applicable statutes, laws, and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Procure the contracts necessary to support and operationalize the negotiation and inflation rebate programs, including development of acquisition plans and processes.
  • Monitor all the contract deliverables and the monthly financial progress reviews within the Division.
  • Develop and maintain close working relationships with CMS components and internal and national external stakeholders on Part B and Part D drug negotiation and inflation rebate activities.
  • Seek input from and collaborates with other Groups in the Center and CMS components to inform the Division’s work and to provide expertise and guidance.
