Job Description

Summary

This job involves leading a team that manages high-level approvals and coordination for policy documents and meetings in the U.S. health insurance programs for Medicare and Medicaid.

It requires overseeing sensitive communications, resolving disputes between teams, and advising top executives on key decisions.

A good fit would be someone with extensive experience in government operations, strong leadership skills, and the ability to handle complex, politically sensitive issues calmly.

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs, Office of Strategic Operations and Regulatory Affairs (OSORA).

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Leading administrative functions such as internal clearance and coordination processes that support executive-level decision-making of large scale; AND 2) Mediating conflicts across cross-functional teams and inter-agency government offices; AND 3) Advising senior leadership officials on emerging agency-wide priorities and program initiatives; AND 4) Managing large enterprise-wide correspondence and/or document management IT systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Provide first-line supervisory leadership over the division's staff, directing and coordinating workplans.
  • Oversee CMS's enterprise-wide executive-level clearance system, ensuring timely coordination and clearance of sensitive policy documents, correspondence, and briefing materials requiring attention or decision by CMS and HHS leadership.
  • Lead the coordination, development, and management of decision-oriented meetings, stakeholder briefings, and policy discussions for the Administrator and senior HHS officials.
  • Serve as the senior technical advisor and authoritative program expert to CMS leadership on the organization's decision-making and clearance processes, providing guidance on highly complex, sensitive, and politically significant policy issues.
