Job Description

Summary

This job involves leading teams in human resources, security, library services, and public affairs at a naval observatory, while overseeing administrative policies and providing expert advice on personnel and compliance issues.

A good fit would be an experienced manager with strong leadership skills and deep knowledge of government operations, particularly in the Navy or federal sector, who enjoys guiding teams and solving complex organizational challenges.

Full Job Description

You will serve as a Supervisory Program Analyst in the Command Services Department of NAVOBSERV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience applying mastery knowledge of the concepts, principles, practices, laws, and regulations for personnel actions, workforce development, security management, government library services, records management and public affairs.

Experience demonstrating knowledge of the relationships between subordinate and senior levels of management within the employing entity and/or between the organization and programs of other Federal departments.

Experience demonstrating skills in providing confidential advice, guidance and authoritative consultant services throughout the organization on matters pertaining to human capital management, security incidents, and personnel issues.

Experience showing mastery knowledge and skill in developing plans to ensure timely introduction of new or revised procedures and techniques into the Command's Training Program.

Experience applying mastery knowledge of the objectives, organization, structure, mission, and program operations and organizational relationships of the U.S. Naval Observatory (USNO).

  • You will supervise four Divisions which include different disciplines: Human Resources, Security Management, Library Services, and Public Affairs.
  • You will assign, supervise and approve work efforts within the department.
  • You will project long-range work plans and schedules, establishing departmental, program goals and objectives.
  • You will set priorities and schedule assignments; evaluate performance and recommend promotions and reassignments of subordinates.
  • You will hear group grievances and serious employee complaints and review serious disciplinary cases and problems involving employees and recommend disposition.
  • You will identify developmental and training needs of employees and make provision for such development and training which may include consultation with training specialists.
  • You will function as the senior manager responsible for the oversight of policy, guidance and compliance for the Command’s administrative services.
  • You will oversee personnel actions, workforce development, security, records management and public affairs activities.
  • You will provide advice on strategic approaches to a wide range of internal administrative management matters.
  • You will recommend policy and guidance for efficient, compliant administrative processes and plans in line with Navy policy and the Superintendent's priorities.
  • You will function as the subject-matter expert and advisor in all matters related to personnel actions, workforce development, security compliance and policy, records management and public affairs activities.
