Job Description

Summary

This job involves leading a team of instructors in developing and managing training programs for naval navigation, seamanship, and ship handling at a military school in Rhode Island.

You'll advise on key planning documents, supervise daily training operations, and ensure programs meet high standards using structured development methods.

Full Job Description

You will serve as a SUPERVISORY PROGRAM ANALYST in the Surface Warfare Schools Command of SURFACE WARFARE OFFICERS SCHOOL.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Demonstrating mastery of all aspects of the art and sciences of navigation, seamanship, and ship handling; 2) Utilizing bridge simulator/trainers, or similar ship handling simulators/trainers; 3) Evaluating effectiveness of existing programs, revising ongoing programs, and developing and implementing new training.

4) Developing, advising, and administering all aspects of navigation, seamanship, and ship handling, including assessing student competencies in accordance with applicable guidance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as a principal advisor (SWOSN72 Deputy Director) to the Navigation and Deck Mission Area Chair on all matters relation to submission of the NSS Program Operation Memorandum (POM) to OPNAV N96.
  • You will develop and implement the Surface Experience Tracker Analyzing Navigational Trends (SEXTANT) across the surface enterprise.
  • You will directly supervise assigned subordinate civilian NSS instructors and/or contractors, consisting of a mix of former naval officers on both Naval Combatants and Merchant Mariners in daily execution of training.
  • You will plan and assign work to subordinates based on overall priorities and set/adjust short and long-term goals and priorities accordingly.
  • You will ensure that all curriculum is either developed internally using the Naval Education and Training Command (NETC) End to End development process or the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model.
