Full Job Description

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Special Programs Branch, Requirements Division, J8, United States Special Operations Command (USSOCOM) and is the Senior Program Analyst responsible for operational materiel requirements.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply JCS, DoD, and Command management principals, concepts, and methodologies, as well as Joint Capabilities Integration and Development System (JCIDS) policies, directives, and procedures.

Knowledge of safety and security regulations, practices, and procedures.

Knowledge of the mission, roles, functions, organizational structures, and operation of United States Special Operations Command (USSOCOM) and subordinate component/sub-unified command organizations to provide command level staff guidance and/or conduct studies to determine Special Operations, MISO, CA requirements needs.

Knowledge of requirements and acquisition management principles (to include JCIDS) and techniques as they relate to requirements oversight, review, approval, and command-level funding.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of qualitative and quantitative techniques to apply JCS, DoD, and Command management principals, concepts, and methodologies, as well as Joint Capabilities Integration and Development System (JCIDS) policies, directives, and procedures.

2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to communicate effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of the Special Programs Branch, Requirements Division, J8, ensuring that Special Programs Branch complies with legal and regulatory requirements and meets customer needs.

Exercises supervisory personnel management responsibilities.

Advises, provides counsel and oversees the work of a highly skilled, uniquely trained select team of Requirements experts regarding policies, procedures, and directives of management.

Represents and directs the Special Programs Branch, Requirements Division with a variety of Joint, Service and Departmental functional area organizations.

Develops USSOCOM requirements/capabilities and assists in the acquisition guidance necessary to develop, process, field and sustain all Special Operations-Peculiar (SO-P), Military Information Support Operation (MISO) and Civil Affairs (CA) classified material and force structure.

Prepares and presents high-level briefings of a classified nature; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
