Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Professional Responsibility, Personnel Security Division, located in Washington, D.C.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Exercising broad executive-level management authority to direct, manage, and oversee national personnel security program areas, including the formulation and implementation of national personnel security policies, standards, and guidelines to ensure compliance with investigative standards, collective bargaining agreements, and agency mission requirements.

Developing, implementing, and evaluating national personnel security policies and procedures, ensuring alignment with federal laws, regulations, and agency directives, while collaborating with internal and external stakeholders to achieve organizational priorities.

Managing supervisory duties such as evaluating employee performance, resolving grievances, implementing disciplinary actions, providing for employee development and training, assigning work based on position and employee capabilities, and ensuring Equal Employment Opportunity principles are upheld within the organization.

Reviewing organizational structures, conducting workload analyses, and implementing staffing adjustments and realignments to optimize operational efficiency and effectiveness.

Managing appropriated funds, implementing cost-saving measures, maintaining professional standards, preparing justifications for major expenditures, supporting budget planning, and coordinating with acquisitions teams to secure contract resources aligned with program goals.

The primary purpose of this position is to serve as Assistant Director to the Director and is responsible for directing, managing, and providing day to day supervision over one or more major program areas within the Division This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10) The Major Duties for the position are listed below but not limited to: Exercising broad executive-level management authority in directing, managing, and overseeing assigned program areas within the, including formulating personnel security policies, standards, and guidelines associated with assigned program areas; assuring bargaining agreements; securing personnel security investigative standards; communicating requirements which align with collective bargaining agreements; and collaborating with the Office of Human Resources Management, Labor and Employee Relations, Office of Chief Counsel, and other Program Offices to ensure alignment of the goals.

Serving as Assistant Director to the Director, responsible for directing, managing, and providing day-to-day supervision over one or more major program areas within the Division (e.g., Employee Adjudications and Clearances, Applicant Adjudications, Intake Operations, Quality Assurance, Investigative Oversight, Contract Management, FOIA and other inquiries, Records Management, Data Technology Systems).

Participating fully with the Director, in conducting extensive evaluations of program goals and objectives and directs adjustments to assure each complies with rapidly changing and expanding agency mission; assists in managing the development of program policies in response to levels of appropriations or other legislated changes.
