Job Description

Summary

This job involves leading a team in a support group for the Air Force Reserve, handling planning, organization, and oversight of daily operations to ensure the mission runs smoothly.

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Mission Support Group.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Example of specialized experience includes: (1) Providing administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions; (2) planning, organizing, and directing the functions and staff of an organization; (3) applying management principles within both the civilian and military personnel systems, and to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission; and (4) ensuring compliance with safety, security, personnel management, and EEO regulations, practices, and procedures.

OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

In-depth knowledge of administrative and military personnel policies and procedures. Reserve mission. Training methods and programs, rules, guidelines, and instructions. 2.

In-depth knowledge of automated systems, personal computers, hardware, and software. Ability to analyze data/products. 3.

Ability to plan, organize and direct the functions and staff of an organization: communicate effectively with diverse groups of individuals, both orally and in writing.

Knowledge of analytical and investigative techniques to measure effectiveness, efficiency, and productivity. 4.

Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects to successfully accomplish the organization's mission.

5. Knowledge of administrative processes and procedures. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 6.

Knowledge of training goals and objectives to assist in the management and implementation of training goals for personnel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of the Group Commander's Support Staff (CSS), ensuring that CSS complies with legal and regulatory requirements and meets customer needs.

Manages personnel, unit training, administrative programs, and continuous improvement initiatives within the CSS. Oversees Group programs to facilitate the group commander's vision.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Plans, organizes, and executes all Group information management and resourcing activities.

Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence.

Manages training programs for administration (3A1XX) and personnel (3SOXX) in accordance with established command guidelines.

Provides guidance for personal and professional development of assigned personnel.

Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions.

Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel.

Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Group CSS in meeting Air Force Administration program goals.

Assists managers in strategic planning and in identifying immediate and long-range program, training, and technology needs.
