The primary purpose of this position is to provide senior intelligence analytical oversight and direction toUSAFE all-source air and air defense threat tactics analysis, supports command missions and aircraftoperations in the former Soviet Union, Europe, Africa and the Middle East.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: comprehensive knowledge of the missions, roles, responsibilities, and intelligence requirements of USAF operational units within the USAFE-AFAFRICA AOR/AOI, the functions and processes associated with the national intelligence community and applicable intelligence directives.
Knowledge of host nation and allied military and intelligence organizations, operations, and structure.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Expert knowledge of air and air defense forces organization, structure, training, tactics, and capabilities in countries throughout the USAFE-AFAFRICA AOR/AOI.
Expert knowledge in directing and conducting research methods, analysis, and extracting intelligence data for use in intelligence products. 2.
Comprehensive knowledge of the missions, roles, responsibilities, and intelligence requirements of USAF operational units within the USAFE-AFAFRICA AOR/AOI, the functions and processes associated with the national intelligence community and applicable intelligence directives.
Knowledge of host nation and allied military and intelligence organizations, operations, and structure. 3.
Thorough working knowledge of the functions and data available in the USAFE-AFAFRICA organization, national intelligence agencies, and unclassified data sources to successfully research and utilize available intelligence for use in USAFE-AFAFRICA intelligence products and briefings.

Extensive skill in leadership, ability to plan, organize, and direct functions and staff of a small to medium size organization, ability to supervise, mentor, motivate, appraise, and work with subordinate first-hire supervisors and non-supervisory employees.

Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data, to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing, and to present and argue for a position effectively.
6. Ability to recognize gaps in intelligence and intelligence collection methods and recommend appropriate solutions.
Ability to communicate effectively both orally and in writing, negotiate issues, and maintain close and effective relationships with coworkers and counterparts of various levels in the US and allied agencies.
CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Employee is required to travel extensively by commercial and military aircraft to conduct intelligence staff visits to subordinate units throughout the USAFE-AFAFRICA AOR, to coordinate functional matters with lateral commands, military service headquarters, and national intelligence agencies, and to attend professional conferences and meetings around the world.
Temporary duty (TDY) requirements may be levied with short notice and may require travel over nights, on weekends and for extended periods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
- Directs all aspects of the substantive analyses conducted by civilian and military experts assigned to the air and air defense analysis branch USAFE-AFAFRICA's primary technical expert and lead analyst on structure, organization, training, tactics, and capabilities of air, air defense, C4I, space, counterspace, and cyber-related areas of intelligence analysis.
- Manages USAFE's European Tactics Analysis Team (ETAT) annual conference.
Co-chairs ETAT with the HQ USAFE-AFAFRICA/A3 (A3TW), responsible for overall conduct of ETAT conferences involving over 50 US/allied pilots and intelligence specialists.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Represents USAFE-AFAFRICA as the recognized subject matter expert on the capabilities, tactics and employment of foreign air, air defense, C4I, space, counterspace, and cyber forces at theater, national, and international conferences, exchanges, air shows, and-meetings.
Responsible for frequent contact and analytical exchanges with senior analysts from theater, national, host nation and allied intelligence agencies.
- Responds to executive requests for information (papers, detailed briefings) that communicate the Director of Intelligence's position on a variety of issues to include all air and air defense-related topics in the EUCOM and AFRICOM AOR/AOI.
