Job Description

Summary

This job involves leading a team that ensures the quality and reliability of data used in the Foreign Service's promotion and evaluation systems, by developing strategies, guidelines, and policies for data management.

It requires supervising staff, monitoring projects, and collaborating with other offices to improve how data supports personnel decisions.

Full Job Description

This position is in the Bureau of Personnel and Training, Office of Performance Evaluation (PERT/PE) which draws on governing precepts established in collaboration with senior policy makers to ensure that the merit principles underlying the Foreign Service selection systems function efficiently and transparently.

Position is the Chief of the Data and Program Development Division which provides leadership over broad data quality and integrity of PE policy and programs.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing data systems and programs to advise on enhancements of system operations.

Experience developing guidelines and procedures concerning data management systems and program policy. There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Manage the development of current and long-term program implementation strategies to address and accomplish the critical needs of ensuring quality and integrity of data collected for Foreign Service data management systems.
  • Collaborate with other PERT offices and oversee the establishment and issuance of guidance affecting the Foreign Service data used for promotion and tenure programs, including data development, uses, and analysis.
  • Plan, direct, and coordinate all data and statistical policy related activities and strategic planning processes in support of PERT/PE's mission.
  • Monitor the status and progress of team tasks and projects concerning comprehensive assessments of the efficiency and effectiveness of FS performance management data management systems.
  • Oversees development of program plans for direct reports, including clearance of goals and objectives of employees and assists in developing performance standards for direct reports.
