This position serves as the Supervisory Management and Program Analyst located in the Performance Support Unit (PSU), within the Office of Community Supervision and Intervention Services (OCSIS), Court Services, and Offender Supervision Agency (CSOSA) for the District of Columbia (DC).

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
To minimally qualify for this position, you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as performing the following: Applying advanced qualitative and quantitative analytical methods to evaluate and improve program effectiveness, operational processes, or administrative systems.
Developing, interpreting, or revising organizational policies, procedures, operating instructions, or administrative guidance.
Designing or overseeing data collection strategies, analytical tools, or operational reports; analyzing complex datasets; and presenting findings and recommendations to senior leadership.
Managing or evaluating projects or program initiatives, including establishing performance measures, conducting progress reviews, and recommending adjustments to priorities, schedules, or resources.
Providing authoritative advice to senior officials, preparing and delivering briefings, and representing the organization in meetings, conferences, or workgroups.
Supervising or leading staff, including assigning work, evaluating performance, resolving employee issues, identifying training needs, and ensuring compliance with EEO and safety requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The Supervisory Management and Program Analyst serves as the supervisor of the Performance Support Unit (PSU) within the Operations Support Division of the Office of Community Supervision and Intervention Services (OCSIS).
The incumbent leads policy development, training coordination, and data analysis efforts that directly support community supervision operations across the Agency.
Key Responsibilities Include: Policy and Program Development: Leads the review, development, and updating of OCSIS policies, procedures, and operating instructions.
Translates organizational goals into actionable policy and program guidance.
Training Coordination: Collaborates with the Office of Training and Career Development to develop and coordinate training initiatives that enhance staff skills and support operational needs.
Data and Performance Management: Oversees the creation, analysis, and distribution of OCSIS operational reports.
Develops data collection strategies, analytical tools, and performance measurement methods to improve decision-making and operational efficiency.
Program Analysis and Evaluation: Conducts comprehensive studies and analyses of complex program functions and long-range planning needs.
Identifies operational gaps, recommends improvements, and briefs senior leaders on findings.
Project and Process Improvement: Manages projects that require evaluation of extensive and complex data, development of recommendations, and negotiation with leadership to implement improvements.
Ensures all processes align with regulatory requirements. Supervision of Staff: Provides administrative and technical leadership to a team of GS-12 and GS-13 staff.
Manages performance, resolves employee concerns, ensures training and development, and upholds equal employment opportunity principles.
Representation and Liaison: Represents the Agency in conferences, workgroups, and collaborations with external stakeholders, including law enforcement partners.
Provides program briefings to senior leadership.
