Specialized Experience: One year of specialized experience which includes 1) Analyzing manpower and force management functions such as requirement determination, organization and force structure management, budgeting, allocation, and documentation processes; 2) Analyzing reports and statistical data to measure trends and make recommendations to improve techniques and procedures.; AND 3) Developing and interpreting guidelines or policies for management and personnel throughout the organization.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Serves as the Engineering Systems Branch Chief within the Business Operations and Integration Division (BOID), Directorate of Public Works (DPW) at a large multi-mission garrison.
  • Develops and provides authoritative recommendations for garrison unique mid- and long-range plans. Presents plans, in conjunction with DPW planning staff and ensures they are appropriately considered in overall garrison plans and programs.
  • Makes recommendations on functional and organizational changes, participating in management reviews of operations and resource allocation and assures implementation of process improvement and simplification measures.
  • Serves as principal advisor and technical expert to the BOID Chief and DPW Director and key staff members on financial management activities.
  • Assigns and reviews work of subordinates, reviews and certifies correctness of their job descriptions, develops-performance standards, appraises their performance, and reviews and approves performance evaluations prepared by them.
  • Provides leadership, direction, and coordination of Directorate of Public Works resource management programs. Plans, directs, and evaluates work of technical employees engaged in these functions.
