Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality(CCSQ), Business Operations Group (BOG), Division of Budget Management (DOB) .

As a Supervisory Financial Management Specialist, GS-0501-15, you will lead a staff responsible for developing and managing the Center's programmatic and operating budgets.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1).

Managing budgets for federal health care programs, including budget formulation, to ensure program efficiencies and savings; and 2).

Implementing process improvements for financial management projects that develop systems or tools to enhance financial reporting and decision-making; and 3).

Proactively communicates and partners with leadership and peers across the Agency and Department.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Coordinate all facets of the Division’s work by mobilizing a diverse staff.
  • Oversee the development and implementation of financial strategies to ensure program efficiencies and savings.
  • Oversee funds control activities for all CCSQ accounts and maintains dashboards and reports for all financial activities within CCSQ.
  • Direct projects teams to ensure project management, quality management, performance, risk/issue management are integrated within the program and closely followed.
  • Serve as an advisor to the Group Directors and executives of various CMS components in the preparation of short, intermediate, and long-range plans for the improvement to CCSQ's programs.
