As a Supervisory Management and Program Analyst, (Branch Chief), you will coordinate, analyze, and evaluate various logistics management programs, provide expert advice to employees and senior leadership, and identify program efficiencies.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/23/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/23/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Identifying and applying relevant laws, policies, regulations, and procedures to independently administer a program.

Analyzing and resolving a variety of unusual conditions, program problems, and inadequacies in function workflow, processes, and timeliness.

Using qualitative/quantitative methods for assessment and improvement of program effectiveness and improvement of complex management processes and systems.

Using various methods to evaluate program events and milestones and the value of program accomplishments.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Administration and are assigned based on the need of the agency.
  • Direct, implement, coordinate and oversee several major department-wide administrative programs requiring application of a wide range of qualitative and quantitative management support principles, processes and systems.
  • Analyze major administrative aspects of substantive, mission-oriented programs, generate and apply new hypotheses and concepts to improve effectiveness and efficiency of operations.
  • Establish and carry out specific action plans for accomplishing short and long-term goals and objectives.
  • Develop and prescribe procedures and techniques and furnish policy guidance to subordinate team of analysts.
  • Make decisions and resolve problems involving interpretation of the law, regulations or unusual situations requiring interpretation and application of policy.
  • Oversee the analysis of production and/or reporting data and participate in the development of the overall workflow strategy for the organization.
  • Establish production standards and prepare performance work plans and appraisals.
  • Devise new methods or procedures for accomplishing work to solve productivity problems.
