The primary purpose of this position is: to serve as a MAJCOM headquarters level senior program analyst, responsible for planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes professional knowledge of the Instructional System Development techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency and the ability to train, coach, and mentor subordinates and supervise their work on ISD techniques and training policies and procedures as well as plan, organize, and direct the functions, operations, and staff of a small/medium-sized organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency.
Knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and training system production management principles, concepts, and policies to include training resources management responsibilities of budget, manpower and programming, and tracking of course production.
Ability to train, coach, and mentor subordinates and supervise their work on ISD techniques and training policies and procedures as well as plan, organize, and direct the functions, operations, and staff of a small/medium-sized organization.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations.
Knowledge of methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Other Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.

Plans, organizes, and oversees the activities of the Training Support Flight in an installation training squadron, ensuring the flight complies with legal and regulatory requirements and meets customer needs.
Oversees development and implementation of instructional programs for a broad area, cluster of courses or diverse target population.
Develops and integrates the Training Support Flight goals and objectives which support organizational goals and objectives.
Coordinates plans and schedules with other organization managers and customers as appropriate. Exercises supervisory personnel management responsibilities.
Advises and provides counsel to staff regarding policies, procedures, and directives of higher-level management or headquarters. Chairs civilian hiring boards; ensures equitable selection process.
Selects candidates for subordinate non-supervisory positions, taking into consideration skills and qualifications and mission requirements.
Serves as Instructional System Development (ISD) consultant for the installation's training squadron, providing professional instructional systems advisory services to leadership and managers.
Advises the squadron commander and guides squadron leadership and staff to utilize appropriate ISD techniques to analyze, design, develop, implement, and evaluate AF training programs managed by the squadron.
Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
Programs relate to one or more of the following tactical or strategic areas: flight and mission, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBS, acquisition, special operations, contingency, and long-range strategy for new aircraft rebasing concepts, tactical and strategic airlift, training, etc.
