Job Description

Summary

This job involves leading a team of contract specialists to manage procurement processes for repairing, maintaining, or upgrading Navy ships and weapons systems at a base in Hawaii.

You'll develop strategies for contracts, review project details for accuracy, handle issues during bidding, and ensure contractors meet their obligations over time.

Key Requirements

  • One year of specialized experience at GS-12 level or equivalent in leading contract specialists through pre-award, post-award, and administration processes for ship or weapons system projects

Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracts Division (C/410) of PEARL HARBOR NSY AND IMF.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: leading Contract Specialists through the pre-award, post-award and contract administration management processes to ensure the acquisition method, contract type, and documentation meet organizational requirements, governing laws, regulations, methodologies and/or policies related to the repair, maintenance, or modernization of a combatant ship or weapons system.

  • You will develop contract strategy, considering the availability of funds, extent of competition, urgency, production lead time, delivery requirements, need for government-furnished material/property, option requirements and other factors.
  • You will lead the review of specifications and work packages to assure clarity, adequacy and completeness and advises planning when deficiencies are noted.
  • You will serve as the primary contact and control point for all questions, problems and changes during the solicitation period.
  • You will oversee those personnel analyzing contractor cost proposals, preparing and/or reviewing technical advisory reports (TARS) and audit advisory reports (AARs).
  • You will supervise those personnel who monitor contract technical performance over the life of the contract and issue correspondence or other direction to contractors to resolve problems.
