Full Job Description

This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. Washington D.C.

is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia.

Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position is defined as: - Overseeing a team of analysts or serving as a senior analyst responsible for analyzing and evaluating organizational effectiveness, efficiency and productivity; AND - Experience reviewing, evaluating, and developing recommendations for improvement to administrative programs and functions; AND - Experience presenting recommendations based on analysis and evaluation of administrative programs and functions.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs.

HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects.

MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations.

As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

As a/an Supervisory Management Analyst, you will: Oversees and proactively monitors Housing's travel budget to ensure compliance with the Federal Travel Regulations (FI'R) and other applicable regulations and policies, ensuring timely service to Housing employees, developing, and implementing a travel training curriculum for Housing employees, as appropriate.

Maintains a process and procedures manual that represents Housing's current process and ensures compliance by staff and Housing employees.

Incumbent is responsible for working with the Departmental administrative offices and Housing program offices to provide support on all matters pertaining to equipment, supplies, office space, telecommunications,general logistics support, government credit card program.

Develops, maintains, and updates process and procedure manuals on these activities, ensuring that all Housing staff are trained to comply with governing rules and regulations.

Owns the resolution of all actions relative to these activities, working with program offices and other HUD offices as necessary to ensure closure of all items and timely customer service to Housing employees.

Tracks, monitors, and prioritizes, as necessary, these activities to ensure that actions are completed within the prescribed rules and regulations, within the prescribed timelines~ providing management reports that monitor status of items in the workload pipeline, that provide information for streamlining activities and identifying best practices, that provide basis for measuring quality customer service.

Serves as an advisor to senior level Housing managers on all issues relative to the areas of responsibility cited above.

Using sound professional judgment and high standards of customer service, provides accurate and appropriate advice and guidance to Housing staff that is within the best interests of the Department.

Incumbent directs work comparable in difficulty to the GS-13 or higher level, requiring exceptional cross organizational coordination to integrate important controversial and complex issues.

Supervision and resource management at this level involves major decision and actions, which have a direct and substantial effect on the organizations and program managed.
