Full Job Description

NIST is seeking a Supervisory Management Analysis Officer to lead the Management and Organization Office.

This role drives agency-wide organizational effectiveness, compliance, and operational performance, and involves supervising staff, directing policy and process improvements, overseeing FOIA/Privacy Act and records programs, and coordinating audits and oversight activities.

This position requires one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST).

Specialized experience is defined as: Managing federal information programs specifically related to the Freedom of Information Act (FOIA) and the Privacy Act (PA), to include handling sensitive or classified information requests; Providing advice and guidance to management and other officials on audits, records management and compliance issues; Coordinating and directing records management activities and the accomplishment of difficult and diverse functions or issues related to records management; and Ensuring compliance with the Federal Records Act and accompanying regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

This position serves a key leadership role in advancing organizational effectiveness, governance, and compliance across the agency, ensuring programs and operations align with mission priorities and regulatory requirements.

In this role, you will: Lead and direct the Management and Organization Office, overseeing programs, resources, and initiatives that support agency management and organizational effectiveness.

Supervise professional staff, assigning work, evaluating performance, and providing guidance and feedback to support employee development and effective program execution.

Oversee the agency directives management system, including the development and implementation of administrative policies and procedures to improve operational effectiveness and ensure compliance with departmental requirements.

Direct management consulting and organizational improvement services, including organizational design and analysis, quality improvement initiatives, and oversight of the organizational change process.

Serve as the agency's Freedom of Information Act (FOIA) and Privacy Act Officer, with delegated authority to make document release determinations and ensure agency-wide compliance with statutory and policy requirements.

Oversee implementation of the Paperwork Reduction Act, providing guidance and coordinating with the Department of Commerce and the Office of Management and Budget on information collection requirements.

Direct the agency records and forms management programs, coordinating with the National Archives and Records Administration and providing agency-wide guidance on records and forms management requirements.

Serve as the agency liaison for Government Accountability Office (GAO) and Office of Inspector General (OIG) activities, coordinating agency responses to audits and evaluations.
